  1. 填寫實驗構想:請填寫提案申請表,並上傳「創新應用實驗提案申請書」,工作小組即會與您聯繫進行確認。
  2. 提案評估與分流:書面資料經確認均備齊後,將由工作小組配合的專家顧問群,就您的提案內容進行評估,以決定後續的協助方向。可能情形包含:
    1. 具備實驗的必要性與可行性:若您的提案內容經專家顧問群評估後,認為已具備實驗提案的雛形、針對實驗的必要行與可行性也已清楚說明,則將由工作小組協助您進行實驗推動相關作業。
    2. 屬金融、無人載具領域:由於政府專業分工考量,如您的提案內容涉及金融創新或無人載具領域,且可藉由「金融科技發展與創新實驗條例」或「無人載具科技創新實驗條例」解決問題,工作小組將協助您與辦理窗口聯繫,以獲得進一步的協助。
    3. 現行管道即可解決問題:有一些實驗的需求,其實可以透過現行的管道或資源獲得解決,而不需耗費時間與金錢成本進行實驗。在這樣的情形下,工作小組會協助您介接相關管道或資源。
  3. 完備實驗提案:若您的實驗提案已評估通過,工作小組將協助您確認實驗提案內容是否尚有不足之處。具體而言,將請您協助配合進行以下相關作業:
    1. 安排團隊會商:工作小組將安排面對面會商,與您共同確認實驗提案的細節內容。
    2. 盤點實驗需求:確認實驗推動所需的各項資源、需求或障礙,包含法規、場域、資金、配合單位等。
    3. 相關單位意見徵詢:若您的實驗提案涉及中央或地方縣市政府、場域管理單位、公協會等組織或其他利害關係人之管轄範圍或權利義務,工作小組將於評估必要性後,先行向相關單位進行意見徵詢。
    4. 法規釐清作業:若您的實驗提案內容,可能尚有法規適用上的不確定性,工作小組將於評估必要性後,先行函詢相關法規主管機關,以釐清實驗提案所涉及之法規適用情形。
  4. 內容溝通與協調:完備實驗提案簡報後,工作小組將協助召開跨機關協調會議,以形成各相關機關及單位同意實驗開始推行之共識為目標。
  5. 實驗執行:實驗執行期間,應按照協調共識之結果運行,並配合遵循下列義務事項:
    1. 風險回報:若預見實驗風險即將發生或已發生,除按預先規劃之風險管理與解決機制處理外,應先行通知相關主管機關及工作小組。
    2. 進度回報:實驗執行期間,應配合相關主管機關或工作小組之需要,協助提供實驗執行情形之相關數據或資料。
    3. 實驗公開:為增進公眾對於創新實驗之可及性並形塑創新氛圍,實驗進行之申請單位、主要內容與模式、實驗期間、實驗對象等資訊將公布於本平台網站。
  6. 結果評估與回饋:實驗執行完畢後,應配合相關主管機關或工作小組之需要,協助提供實驗執行結果之相關數據或資料,並公告實驗結果,作為回饋相關法規主管機關制定或修正之參考。
  1. Fill out the concept of the experiment: Please fill out the proposal application form, and upload it onto the “Innovative Application Experiment Proposal Application”.. The working group will contact you for confirmation immediately.
  2. Proposal evaluation and flow distribution:After we confirm that all documentation is prepared, the experts and consultants who work with the working group will evaluate your proposal, and decide how to assist in the process subsequently. Possible situations include:
    1. Necessity and viability of the experiment:If the expert and consultant panel determines that your proposal has created the embryonic form, and provided clear explanation of the necessity and viability of the experiment after their evaluation, the working group will assist you in moving the process of the experiment further.
    2. Fields of finance, or unmanned vehicles:Under the separation of duties in the government, if your proposal is related to financial innovation or unmanned vehicles, and any problems thereof can be resolved through the operation of the “Financial Technology Development and Innovative Experimentation Act”, or “Unmanned Vehicle Technology Innovative Experimentation Act”, the working group will assist you in contacting the relevant window for further help.
    3. Existing channels can provide solutions: The needs for some experiments can actually be fulfilled through existing channels or resources. It is not necessary to devote additional time or money into another experiment. In this case, the working group will assist you in connecting with the relevant channels or resources.
  3. Refine the experiment proposal: If your experiment proposal has passed the evaluation, the working group will assist you in verifying whether there is any shortage of the experiment proposal. To be more specific, we will assist you in the following aspects:
    1. Arrange the group consultation: The working group will arrange an in-person meeting to check the details of the experiment proposal with you together.
    2. Clarify the needs of the experiment: Confirm the various resources as required, needs or obstacles in the process of the experiment, including statutory requirements, venue, funding, and collaborative parties.
    3. Consult with relevant divisions:If your experiment proposal involves the central or local county/city governments, managing unit of the venue, guilds/associations or other organizations, or the administration scope, rights and obligations of other stakeholders, the working group will assess the necessity, and consult with these relevant divisions in advance.
    4. Clarify the statutes:If your experiment proposal shows an uncertainty of the statutory application, the working group will assess the necessity, and inquire with the relevant regulatory authority in writing to clarify the application of the statutes involved in the experiment proposal.
  4. Communicate and coordinate:After the experiment proposal briefing is finished, the working group will assist in calling a cross-authority coordination meeting to reach the consensus of starting the experiment among all authorities and divisions.
  5. Implement the experiment:During the implementation period, the experiment shall be conducted in a manner as agreed under the consensus, and in accordance with the following obligations:
    1. Risk reporting:If a foreseeable experimental risk is about to happen, or has happened, in addition to implementing the risk management, and trouble-shooting mechanism as previously designed, notify relevant competent authority and the working group in the first place.
    2. Progress reporting:During the implementation period, provide the relevant date or information related to the processes of the experiment as may be requested by the requirements of relevant competent authority or the working group.
    3. Public experiment:To enhance the accessibility of the innovative experiment by the public, and shape the environment of innovation, the applicant of the experiment, main contents and approaches, experiment period, experiment targets, and other information will be published on the website of our program.
  6. Result evaluation and feedback: After the experiment is completed, provide the relevant date or information related to the results of the experiment as may be requested by the requirements of relevant competent authority or the working group, and publish the experiment results to facilitate the regulatory authority in the formation or amendment of the statutes.
